Audit of the Sud Europe Atlantique concessions – SNCF Réseau

• Analysis of internal and external RFF studies to determine RFF’s initial expectations
• Analysis of signed contracts to measure deviations from RFF’s initial studies and reference scenarios and identification of their causes (financial market situation, competitive intensity, etc.)
• Identification of key parameters likely to optimize PPP arrangements for future projects
• Use of this study by the Deputy Chief Executive Officer of SNCF Réseau as part of the definition of SNCF Réseau’s public procurement practices.

Assessement of PPP contracts undertaken by SNCF Réseau (ex-RFF) :

• PPP projects : Bretagne-Pays de Loire (BPL), Contournement Nîmes-Montpellier, Gare de Montpellier, Global System for Mobile communications – Railways (GSM-R)
• Concession South Europe Atlantic (SEA) between Tours and Bordeaux

• Strong expertise in economic and financial aspects of complex PPP contractual arrangements
• Experience in the rail transport sector in France and internationally
• Ability to extract critical information from a set of different projects (more than 10,000 pages analyzed).
