Description of the mission

• Financial and strategic assistance for the PPP procurement process (18 months) in Angola
• Development of suitable and operational PPP pipelines
• Sectoral analysis and benchmarking of PPP opportunities
• Planification of activities for 4 years renewed EU supported program

Description of major activities

• Analysis of the legal framework, identification of loopholes and providing advice to develop a suitable enabling environment for PPP development
• Analysis of the local contractual tools and methodologies (PPP selection criteria, criteria matrixes, implementation process and governance)
• Review of preliminary studies, transaction assistance and management support for existing PPP projects and preparation of PPP pipelines
• Prefeasibility analysis of a transmission project under PPP modality for RNT, in Chipindo municipality

Capacity building training for the PPP Unit on :

• PPP financial structuring and enabling factors
• Economic and financial due diligence, from feasibility to procurement;
• Technical skills in financial modeling (data tracking, sensitivity analysis, critical analysis of results, etc.)
• Approach to unsolicited proposals
• Approach to fiscal sustainability

• Review of the regulatory framework
• Elaboration of standard documents and tools
• Development of a PPP project planning methodology adapted to Angola
• Application of the methodology to the PPP Unit’s project list to determine a pipeline
• Conducting pre-feasibility and feasibility studies (financial modelling, Value for Money analysis, risk assessment, sustainability …)
• Provision of trainings on PPP procurement, financing and on financial modeling
