CEMAC – PPP studies financing mechanism

Description of the mission

The CEMAC Commission has developed a unified regional strategy on public procurement and a common legal and institutional framework for the development of PPPs.

In this context, Infra Gestion has been mandated to develop :

• A PPP studies financing mechanism to incentivize and facilitate investments in early-stage studies for the screening and appraisal of PPPs
• A unified PPP identification and selection methodology based on international best practices and existing PPP national practices

Major keystones for the PPP studies financing mechanism development

• Production of a benchmark covering the best practices of existing financing mechanisms, regarding specifically governance, recovery models and project identification process
• Design of a prefigurative structure for the selected financial mechanism and exchanges with major donors, sponsors and Development Financial Institutions on the perceived viability of the mechanisms in relation to the local financial context
• Recommendations of the necessary adaptations of the existing local instrument (FODEC) and proposal of alternatives
• Review of local practices and exchange with local PPP stakeholders
• Development of a tailored made methodology based on local practices and international best practices
• Review of local PPP pipelines to support the implementation of the local projects,
• Participation to the CEMAC integrating projects conference aiming at mobilizing investors (DFIs, private funds, etc.)
• Selection of suitable projects to be financed and integrated on the CEMAC PPP pipeline under the new regulatory framework

• In depth knowledge of different institutional and regulatory framework for PPPs in developing countries
• Expertise in financial engineering, sponsor pooling and fundraising
• Ability to establish a clear frame of comparison of the added value of different financing mechanisms (costs, risk matrix, …)
• Expertise in PPP pipeline constitution, PPP transaction and operation, and in providing strategic guidance to public entities in charge of PPP development and management
